Confined Space Incident

Bell Canada, who has been fined $280,000, has pleaded guilty for violations of the Canada Labour Code.
 


The result? The death of two employees of a sub-contractor, WesBell Communications Technologies, in a confined space incident in June of 2007.

The two men entered an underground vault at Third Line and North Service Road in Oakville to install fibre-optic cables for Bell and were overcome by an atmospheric hazard. By the time the Oakville Fire Departments Rescue Unit extracted them, they were both dead.

This tragedy serves to remind us that the company that owns the confined space is legally responsible for the hazard assessment and the Entry Plan for that space. Also, they must ensure that sub-contractors are adequately trained and prepared to execute the Entry Plan. Having proper training ensures that your workers are ready to work with and around confined spaces.
