Following the fatal explosion at the Sunrise Propane facility in November of 2008, the Ministry of Small Business and Consumer Services has amended the Propane Storage and Handling Regulation as well as the Fuel Industry Certificates.

"After the explosion, the Minister of Small Business and Consumer Services appointed Dr. Michael Birk and Susana Katz - independent experts - to look at the storage, handling, location, and transport of propane in Ontario and report back to him. They compared the Technical Standards and Safety Act, 2000 and its regulations with internationally recognized best practices.

The recommendations in the report (available at http://www.propanesafetyreview.ca) cover new obligations for propane capability operators, stronger enforcement capabilities for the Technical Standards and Safety Authority, and improved training, accountability and transparency.
